Studio unit – Household income must equal at least $1,878 a month.

One-bedroom unit(s) – Household income must equal at least $2,132 a month.

Two-bedroom unit(s) – Household income must equal at least $2,384 a month.

Households must be at least as many people as there are bedrooms in the unit to apply.

 

Maximum Household Size Rule

AvalonBay allows up to 2 people/bedroom + 1 for each apartment.

 

Studio units – maximum household size is 2 people

One-bedroom units – maximum household size is 3 people

Two-bedroom units - maximum household size is 5 people

 

Per San Francisco Housing Code, children under 6 shall not be counted toward these maximums.

Building Selection Criteria

In addition to qualifying under the rules of the Inclusionary Housing Program, applicants must qualify under the rules of the building.

 

Building Selection Criteria:

Ability to pay rent standard – Must earn 2x the monthly rent.

Credit Standard – AvalonBay uses the rental scoring software “SafeRent” to screen applications for both market and affordable units. Rental scoring systems evaluate factors identified as having a statistical correlation to future financial lease performance; bill-paying history, the number and type of accounts, collection actions, outstanding debt, and income.

SafeRent provides 3 different scores based upon decision points:

  • Accept: applicants show excellent payment history, solid work history, and no outstanding collections records.
  • Accepted with Condition: applicants may have few missed payments, some gaps in employment history, and no outstanding collections records. Such applicants must sign their lease with a greater amount of security deposit.
  • Decline: applicants show history of rental non-payments, property damage and evictions. They may reapply with a guarantor.

AvalonBay uses a program called the “Registry ScorePLUS Affordable Model” for all affordable housing programs. This model sets unique acceptance criteria for affordable applicants, and analyzes multiple data sources to deliver a single score that indicate the relative degree of risk associated with each affordable lease. Medical debts and income variables are not considered as part of the affordable model.

The community is responsible for establishing the SafeRent decision points prior to accepting applications. These are determined by the rent levels, number of apartments and floor plans, current decision point at other AvalonBay communities in the same market, and other competitors in the market that are SafeRent customers. The affordable levels are typically set 50 points lower than the market levels.

Other – If an applicant owes money to another AVB community, they will be declined. If they are on AVB’s exclusion list, provided to us by FCO, this will result in the application being automatically declined.

Procedures Manual

All BMR renters must review and acknowledge the Inclusionary Affordable Housing Program Monitoring and Procedures Manual 2013 that governs this property upon the signing of a lease for a BMR unit.

Special Note(s)

Applicants should be informed that BMR rental units in some buildings may convert to ownership units in the future.  In the case of conversion, BMR renters will be afforded certain rights as explained in the Inclusionary Affordable Housing Program Monitoring and Procedures Manual 2013. Applicants should inquire with the building contact person listed above to determine if the building has a minimum number of years that it must remain a rental building.  (Some buildings may have such restrictions based on government sources of financing for their building.) Most buildings may have no restrictions on conversion at all.

 

It is also important to note that units governed by the Inclusionary Housing Program are NOT governed by the San Francisco Rent Ordinance (also known as “rent control”). Among other rules, rents may increase beyond increases allowed under “rent control.”  Please see the Inclusionary Affordable Housing Program Monitoring and Procedures Manual 2013 for more information.
