Refinancing
Property owners with MOH or former SFRA liens MUST work with one of our "approved lending officers" when they refinance. We will decline a subordination / refinance request if a lending officer is NOT on our "approved lending officer" list, even though they are with the same bank as our "approved lending officers". Those who are on our approved list have attended our workshops, and understand what the City is looking for. You can find our current "approved list" HERE.
Property owners do not need to contact MOH regarding their subordination requests. Their selected "approved lending officers" and escrow officers will be responsible for sending us all the required loan documents for our review purposes. As of July 1, 2012, we'll charge a $522 processing fee to review a subordination request. Please notice that the Subordination Unit is unable to provide copies of loan documents related to property owners' MOH or former SFRA liens.

Below Market Rate (BMR) Ownership Units Compliance Monitoring
MOH shall monitor and require occupancy certification for all BMR ownership units. Owner(s) of a BMR unit will be required to submit a monitoring and enforcement report on a form provided by MOH and submitted on a date and at a location determined by MOH. The report shall provide information regarding occupancy status, changes in title, and any other information MOH may reasonably require to monitor compliance with BMR units specific planning approvals or other use restrictions.
