Thank you for your interest in the Inclusionary Housing below market rate (BMR) ownership program. To learn about the program, your first step is to review the City and County of San Francisco Inclusionary Affordable Housing Program Monitoring and Procedures Manual 2013. This manual contains the rules and restrictions of the program. Then, please sign yourself up for a First-time Homebuyer Workshop through one of MOH's 5 approved counseling agencies before applying. The City offers a number of first-time homebuyer assistance programs, and you must obtain a certificate of completion from one of the approved first-time homebuyer workshops before applying for any of our programs. Please contact the counseling agencies directly for workshop dates or visit homeownershipsf.org for a schedule of classes.
Finally, you must work with an approved BMR lender to obtain a loan preapproval before you apply for and enter the lottery for a unit. Approved BMR lenders are trained and ready to assist you. Please see the list of lenders below.
